Combining with the modern network technology, basing on the technology development trends of Computer Monitoring and Control System, this paper provids a solution applying for large-scale system construction in hydraulic engineering management with the goal of Computer Monitoring and Control System, i.e. Computer Monitoring and Control System based on Web technology. The system model adopts 3 layers network structure grounding on B/S, the construction plan of network system and local station employs the establishing model fitting for sustainable development .The scheme adopts Internet/Intranet/Extranet as information channel for both the construction of upper Web service system, and the achieve of applications and communication between local stations. All local stations play the role of monitoring and control by the hierarchical distribution system based on field bus technology.As well as studying the practicability and feasibility of the web-technology-based Monitoring and Control System, the paper also gives an overall analysis and elaboration of the system model, network system platform and the Monitoring and Control System's field construction plan of the station.At last, the paper gives out the construction plan and its analysis. The plan is, constructing a Web service system based on PWS, which could realize the data and images' teletransmission through Internet/Intranet.
