The forest and pasture in china are unevenly distributed, wide area, and the losses in forest meadows caused by forest and grassland fires amounting to billion each year.For a wide variety, forest fires are generally accidental and difficult to prevent,about real-time monitoring of forest grassland fire risk, Provinces are also actively exploring effective ways to detect and extinguish the fire point,and the third-party commercial software is the usual way,but the cost in business operations is higher and it cannot unify climate, vegetation cover characteristics and so on very good of our country. In this paper, through object-based C # development language, GDAL source code library, GoogleEarth COM API and the secondary development components by ESRI Corporation-ArcEengine, establishing a national forest, grassland fire remote sensing, decision-making system using the 1B MODIS data and Local file format data to discriminant ignition point by haveing a mature fire monitoring algorithm embedded in a program run independently, dispose forest fire emergency combining powerful visualization, localization, path analysis and other functions of GooleEarth, and achieve the goals of the real-time fires efficient fighting, harm reduction, fire monitoring level improving. The main content is: Establish satellite remote sensing for forest pasture, weather data and geographic information data sets, collect EOS/MODIS Remote Sensing data of typical forest grassland fires,and meteorological data and geographic information match with the satellite data;Use step by step identification method to identify and locate fire point by studying the spectral characteristics of each channel in the forest Pasture; Carry on experimental comparative study of different types of experimental models using historical and real-time MODIS data received, Combining woodland, grassland type map, digital elevation(DEM), transport network, river, county-level administrative division map of china; Establish fire remote monitoring identification thresholds and pattern suit to forest pastures in our country,research and develop remote sensing,real-time monitoring and service business systems combining situation on the ground with different regions; Make the fire district released maps, documents and products form a report combined with geographic information and other auxiliary factors using satellite remote sensing data.The use of the secondary development of GIS capabilities and other supporting development of technology, combined with EOS/MODIS satellite data for forest and grassland fires in remote sensing is feasible, it can be more timely and accurate positioning and finding fire sites,it is a powerful tool for fire monitoring for its assisting on regional environmental protection, forestry sector, contributing to our forests, grassland fire prevention and fire fighting.
