Forest fire is destructive and more difficult for rescue, not to fight the blaze in time can easily lead to forest fires. As floods, infectious diseases, forest fire usually results in major public disasters, it is not only burned forest resources, destruction of the ecological environment, but also greatly threaten people's production and livelihood security, and to cause major economic losses. Because of the cross-regional organizations to spread of forest fire, co-prevention and co-management under the leadership of government is a major forest fire management, unified command and information sharing is to achieve effective prevention and the key to fighting forest fire.Forest fire management refers to people organized and carried out by the forest fires for the prevention, control and put out of work. Because it involves the management of a certain region (forest area) of forest resources and the large numbers of different organizations, forest fire management is typical social system engineering. Therefore, for a regional forest fire management, how to meet its economic and technical management level, using modern information technology to achieve efficient management of forest fires, prevent and avoid the disasters caused by forest fires is a research topic.Based on the investigation and analysis of Beijing's forest fire management system and emergency plan to fight the blaze, using the information systems engineering ideas, the paper puts forward a forest fire management for Hierarchical Process Information Share Model (HPISM). From the view of organization management hierarchic rank and forest fire management process, the paper gives a comprehensive analysis of the organization, processes and information share requirements based on the tasks, and comparative analysis of the sharing of information on which the various means of modern information technology. The model can provide a scientific basis for the overall information planning of various forest fire management departments.Finally, with the construction of"the Beijing Xishan Forest Farm fire management platform"project, under the guidance of the above HPISM, the paper analyses deeply the requirement of the forest farm, designs and implements network-based Forest-farm Forest-fire Management Information Share Platform (FFMISP). The platform achieves hierarchical management of forest farm basic information, information upload and download automatically and the sharing of forest fire management information (the guidance figure of forest fire fighting, etc.). FFMISP lays the technological foundation for improvement of forest farm forest fire management efficiency.
