Management Model Research On National Nature Reserve Of Guang Xi Forestry System

The national nature reserve of Guang Xi forestry system (hereinafter referred to as nature reserve) play an important role in resource and environment protection, but the disadvantageous protection is still very obvious. In order to improve the management level, based on the questionnaire survey and the on-the-spot investigation of the surrounding community management and the interior management of the nature reserve, taking the principal component analysis, Logistic Regression analysis, canonical correlation analysis, combined with the stakeholder theory, the management of nature reserve is studied, the constraining factors that affect the management level and the different responses of the local people with different socioeconomic features to the management are identified, the series of management models referred to the ecological, social and economic factors, and induced by value preferences are put out. These provide the decision principles to strengthen the management and construction. The main research results are as follows:(1)The constraining factors that affect the surrounding community management level are summarized as seven pairs of contraditions: the contradition between resource protection and local economy development, the contradition between passive management and democratic participation, the contradition between local people's concrete responsibilities and abstract rights, the contradition between nature reserve and surrounding community competing for surviving space, the contradition between the local people on close tie with the forest and their little participation in the forest management, the contradition between support system of the policies and actual requests, the contradition between constituting and actualizing the laws. The contraditions are the main causes of the disadvantageous development which have severe influences to the management. At the same time, local people's responses to the management are mainly affected by three socioeconomic features: source of income, residence, education level, which affect their attitudes and views to the management.(2) The constraining factors that affect the interior management level are summarized as four facets: the ability of managing the staff, the fund and working or living condition, the research development, the application of the value. The interior management level of the nature reserve is so low that restrict its further development. Here are the current issues: the incentive constitutions don't exist; the number of the staff supasses the actual request that aggregates the financial urben; the professional technology personnel are inadequate; the finance investment is urgently needed; the working and living conditions are arduous; the strength of research is insufficient; the applications of the valuearen't carried in the appropriate function area.(3)The ecological, social and economic factors of the management highly relate to each other which indispensablely consist of the management system of nature reserve. The stakeholders of nature reserve have different value preferences. It is surposed to develop a balance among the stakeholders' ecological, social and economic benefit requests, finally maximize the whole benefits of the management.(4)The research put out four management models:the comprehensive protection and development model, the enhanced economic benefits model, the enhanced social benefits model, the enhanced ecological benefits model. They reflect the diagnosis research results of the constraining factors of the management and the principles of combining with the regional nature,economy, society, also have instruction meaning to strengthen the nature reserve management.
