Research On Vulnerability Assessment Of Regional Agricultural Flood Disaster

Agricultural production in China has been severely affected by Flood and Agricultural Flood Disaster. It has become the urgent need to reduce Flood and its negative effects for the improvement of agricultural productivity and sustainable social-economic development. Regional agricultural flood disaster is the result of the complex interaction between flood hazard (precipitation deficiency) and agricultural flood disaster vulnerability.'Agricultural flood disaster risk = flood + vulnerability.'Agricultural flood disaster results in the decrease of crop production, farmhouses'or regional food shortage, farmer's income decrease, agricultural ecology environment deteriorated and reproduction potential depressed. Generally, the spatial and temporal distribution of agricultural flood disaster and its effects are consistent with vulnerability. Agricultural flood disasters are triggered and affected by precipitation, but is not decided by it. There are broad natural and social-economic driving forces taking role in the forming mechanism of agricultural flood disaster vulnerability. They are the roots of agricultural flood disaster. The key to reduce agricultural flood disaster and its negative effects is to reduce vulnerability.In order to improve the capability of the region to resisting flood disaster, the paper carries out research on vulnerabito build index systems from agricultural economic system, social and cultural factors, fundamental infrastructure and means of management, and then taking Poyanghu as research example.The paper firstly illustrates the conception of natural disaster vulnerability, after that, the paper reviews the research progress of vulnerability assessment of natural disaster. Secondly, the paper define the theories of vulnerability assessment what is researched in it, and then establish one vulnerability assessment index systems about regional agricultural flood disaster. Thirdly, in order to examine the index systems, the paper takes the areas of Poyanghu as example; compute the region agricultural flood vulnerability of every area, and then the paper summarize the vulnerability characters of agricultural disaster about Poyanghu and puts forward some suggestions. Finally, the conclusion and the orientation of research for future are discussed.
