China is one of the most serious flood disaster in the world, especially since the1990s, the frequency range, the extent of the loss are rising sharply, sustained andstable development of agricultural production, farmer life and even the entire nationaleconomy caused by direct impact and huge losses. But the comprehensive managementability of disaster prevention and reduction in China is not enough, the reason mainlylies in the theory of post-disaster reconstruction, especially the evaluation problem ofinsufficient recovery.In this paper, using the analytic hierarchy process and empirical analysis method,based on summarizing domestic and foreign disaster resilience research results,affecting the restoring force from the disaster factors restricting to study recoverypost-disaster assessment, construction of disaster recovery evaluation model, and takesHunan Province as an example of flood disaster after disaster recovery force of theempirical analysis, the put forward the countermeasure and suggestion of major flooddisasters in China after the restoring force promotion.The study found, The flood disaster resilience and hazard-affected body ownvulnerability generally showed a negative relationship, including climate, waterdistribution, soil and vegetation cover, landform, land area and the structure and soilerosion, natural environmental factors influence factors of resilience of disastervulnerability and post-disaster flood disaster agriculture, agricultural income, theamount of labor quantity, regional economic development level, population size anddensity, water conservancy facilities, farmers’ psychological and cultural quality andother social economic factors, as well as the government organization and management,social assistance. Then on this basis, including precipitation, vegetation coverage rate,cultivated land, population density, proportion of agricultural population, social reliefcapacity, economic development level, resilience, infrastructure construction,agriculture and water conservancy facilities as index, establish natural dimension,social dimension, the Jiwei and technology dimension "four-dimensional" indexsystem, and the evaluation model of flood disaster recovery post-disaster method and mathematical model of AHP, to evaluate the resilience of agricultural flood disaster inHunan province. The evaluation results show that: agricultural flood disaster in Hunanprovince around the city after restoring force has obvious geographical differences anddifferences in Changsha city dimensions, the post-disaster restoration and highest,Zhangjiajie City, Xiangxi Autonomous Prefecture, Huaihua City, Loudi city andYiyang city are highly vulnerable area, post-disaster recovery capacity low,8a city ofother vulnerability is relatively low, with the restoring force is higher after the disaster,and the restoring force is reduced to the southwest northeast trend. Therefore, thegovernment should take to strengthen the integrated disaster risk management ability,establish comprehensive disaster assistance financing channels, improve disasterassistance policy, system, laws and regulations, for the establishment of flood disastercropping system, infrastructure construction and agricultural water conservancyfacilities and other measures to enhance recovery of agricultural flood disaster.
