| Tong Jiang County is located in the Northeast border of Sichuan province, where is at the foot of Da Ba mountain. It is a typical county which give first place to Agriculture, Country and Farmer. Meanwhile, it is much weak and poor in industry and finance, and be a priority county that listed in country financial aid program. The basic facilities of irrigation in this county are disadvantaged, especially frequent droughts that caused quite weak ability of droughty resistance in agricultural, the contradiction of water scarcity become an outstanding issue of countryside. In order to solve the problem of safe drinking water for farmers in this county, Tong Jiang is listed in 100 "exemplificative counties of county safe drinking water" in Aug.2007. This thesis takes Tong Jiang County drinking water safety project in "the 11th 5years" as background, then make an analysis in the current situation of country drinking water and the necessity and feasibility of exemplificative county construction, be aimed at Tong Jiang's country drinking water situation, have introduced the programming target of "11th 5years"and project construction standard, project layout, programming subarea and subarea design, and the project amounts of representative engineering design. In according to the project layout and representative engineering design, the paper has calculated the total investment amount, and analysed the financing planning and ability. Besides, in comply to the financial affairs survival ability of communal irrigation project, this thesis in the view of Economy Investment Principles, makes an deep investigation in financial and National economy evaluation of this county's country drinking water project, and the social and environmental benefits of this project. The conclusion of analysis indicates that the project is rational on economy, and great changed the situation of Tong Jang's country drinking water quality.
