Investigate The Present Condition Of Vet Management System And The Thinking Of Reform Way In The Province Of Anhui

For a long time,because of the complication of vet management system,there have been taking on many different policy from different management structure sections,with no dividing of the responsibilities and rights,weakness of infrastructure,shortage of the funds and talented person and etc. So,the vet management system of Anhui province is hard to go with the construction of new village,the development of the livestock husbandry,requirement public hygiene safety and local society economy.The reform of Vet management system is the core to carry out the development of livestock husbandry economy.The meaning of theory is great,the function of guiding is strong.Advancing the reform of vet management system is an important step to deepen the reform of administration management system and perfect the government management in society and public service.It is also an importance step to promote the development of vet system completely and raise the safe level of animal hygiene and animal products.First,this paper elaborates the basic theory knowledge in public management.Public management is the mode of equal and rule management,whose core is the government for public organization to manage the public business and cooperate providing the public products.Two basic mindsets of the public management are public mindsets and the market mindsets.The basic principle of the former is many centers to manage the principle,and the latter is to bring into market culture and follow the market principle,which is operated by government. Then,it studies the organizations of vet management in foreign countries and the cities of Yingshang,Hefei in Anhui.For present conditions of vet organization system above-mentioned,we went,saw,investigated and studied on the spot, learning their beneficial experience,finding out some unperfect at the same time. Emphasis is put on to analyze the problems of vet manage system in Anhui province completely on this foundation:The embarrassing situation of dividing management and another manages;The management of Vet's area disobeys the science regulation to control animal plague,stiring up the landlord protection doctrine easily;The grass-roots vet organization is confusion,power and duty are unclear;The boundary of government behavior and the service behavior in vet are not strict.The last,combining with the condition in Anhui province,the paper puts forward the total content and concrete way for reform of vet the manage system.
