| The state-owned forest area of Heilongjiang Province carries an important task of protecting forest resources.As the main body of the implementation of the forestry development strategy of Heilongjiang Province,as a natural protection project policy and personnel carrier,it is responsible for ecological construction,industrial development and forestry investment.In order to fully implement the spirit of Central Document No.6 and in accordance with the requirements of the state for the reform and deployment of state-owned forest regions,the Heilongjiang Provincial Party Committee established a special group for reform of state-owned forest regions,and set up a special class for forest industry reform to promote the management system in“three lines”Tackling tough tasks for reform.At an important point in time when the reform is completed,how effective is the reform?What problems still exist in the reform?What kind of supporting system is needed to ensure these problems?They are all questions that need to be answered urgently,and they are also questions that forest personnel want to understand.In the current academic world,there are few documents involved in in-depth research in this area.For this reason,this article combines field research and exploration to study the impact of the management system reform of the state-owned forest area in Heilongjiang Province and the follow-up supporting system.It can not only fill the gaps in the current academic circle,but also contribute to the deepening of follow-up reforms and the construction of supporting systems.Provide theoretical reference.First of all,this article emphatically classifies and sorts out the current research status at home and abroad,with a view to exploring the current progress and results achieved in the academic world.On this basis,it combines the data and information of field investigations to analyze the current reform situation and existing problems.The results show that:As of the end of 2020,the reform of the management system of state-owned forest regions in Heilongjiang Province has made significant progress and results,but there are still imperfect supporting policies for forest resources management,lack of operational mechanisms for social administrative management,and poor ability of forest industry enterprises to undertake policies and participate in marketization and other issues.Secondly,using a combination of literature analysis method,questionnaire survey method and expert evaluation method,based on the selection of some indicators from the three criterion levels of ecological environment,economic development,and improvement of people’s livelihood,according to the management system reform of the state-owned forest area in Heilongjiang Province,The actual impact of employees’lives and psychological aspects and the lack of follow-up supporting systems.The standard layer of employees’psychological expectations and system improvement has been innovatively established.Finally,a set of 4 standard layers with a total of 23 indicators has been constructed.The internal evaluation index system serves as the basis and bridge for quantitative analysis.Thirdly,quantitatively evaluate and analyze the implementation effect of the reform based on the evaluation index system constructed above.The specific procedure is:according to the objective entropy method to measure the weight of the index and the development level index,and according to the improved TOPSIS method to evaluate the development potential of each criterion level,the result shows:In terms of development level,during 2011-2019,with the management system with the advancement of reforms,the development level of state-owned forest areas in Heilongjiang Province is getting higher and higher;In terms of indicator weights,“forestry support and security input”,"forest tending area",and "number of employees enjoying endowment insurance" are the three most influential indicators;In terms of development potential,the development potential of the norms is the strongest in terms of employee psychological expectations and system improvement,followed by improvement of people’s livelihood.Finally,this article combines the forest situation of the state-owned forest area in Heilongjiang Province,and puts forward the countermeasures and suggestions for the construction of follow-up supporting policies from the following aspects,including the establishment of a follow-up supporting policy combination and perfecting the follow-up supporting guarantee mechanism. |
