Sino-Jap Youth Ecologic Demonstrating Woods project is one of the program in the frame of the Mother River Protection Programs and invested by the Fund of Sino-Jap Virescence Intercourse(Fund of Keizo Obuchi), which is established for supporting the environment protecting affair in China by Japan in 1999. The vision of the Fund is to reinforce the intercourse of the youth and connection between the two countries, as well as to push forward the cooperation of environment protection all over the world by sponsoring the Mother River Protection Program, which benefits the country a lot by foresting thousands of hectare Ecologic Demonstrating Woods since start-up.The Project seems succeed in fulfilling the anticipation while some unexpected problems existed.※Imperfection of the program management system leads to the failure of the quality control.※i nsufficiency of the data-base and unscientific design leads to the malfunction.※Uncertainty of the scheme leads to the endless alteration.※Lack of conserving management leads to the wilting of the woods. Those problems influence the quality and effect of the program, as well as debase the reputation of the Fund.The success of the Project relates to the friendship and corporation between the two countries and the international image of China. For these special political and technical properties, the Project should be accomplished with high criterion and quality. Therefore, the executants of the Project bring the Quality Management System into the operation process.The task of this research is to perfectly execute the Project via using the theory of Program Quality Management. Basing on the reality, finding the critical factors which influence the Project`s quality and effect most and then solving all the expected problems is the purpose of this research. Perfectly propagandizing the Project and dealing with foreign affairs, fulfilling the anticipation, building up the fine international image of China, providing some experiences for the other project operated by CCYL are the other purposes of this research.This research aims at the Project and deeply analyzes the critical factors, the quality control and quality insurance system in the process circle using the knowledge and theory of Quality Management. After simply introducing the background of the Project, the task, the meaning, the critical problems and the main structure of the paper, the research summarize the basic theory and method of the Program Quality Management, including analyzing the measures of the Project.Based on the theory, the research analyzes the quality control objective of the Project. Firstly, according to the requirement of the sponsor, it makes out blue print of the Project and setup 5 phrases, design phrase, construction phrase, propagandize phrase, conserving phrase and inspecting phrase. Secondly, it separates the process circle and certain the relationship of each phrase, then frame out the procedures. After confirming the arrangements and the procedures, the research determine the objective of the Project according to the Temporary Regulation of Foresting Quality Controlling issued by National Forestry Bureau, and the Operation Manual of the Japan Fund of Keizo Obuchi issued by All-China Youth Federation.After determining the objective of the Project, the research illustrates the scheme of the quality control management from three aspects.※Setting up the program quality control management system. The research designs out the organization structure, quality management system, the procedure of program quality control and quality guarantee measures.※Analyzing the quality control system. The research setups 5 phrases, design phrase, construction phrase, propagandize phrase, conserving phrase and inspecting phrase. According to the variety property of each phrase, the research works out the quality control analysis and the solution plan.※Analyzing the Critical Factors. The research analyze the critical factors influence the quality most and then principally analysis fives factors, including personnel, material, instrument, method and circumstance, respectively the method to control.
