Forest ecosystem is one of the most important terrestrial ecosystems, is also the ecosystem services value of main component. Forest ecosystem services refer to the conditions and processing through which natural ecosystems, and the species that make them up, sustain and fulfill human life. They not only supply to human with the productions of ecosystem goods, such as timber, forest by-product and other raw materials, but also perform fundamental life-support services, which include carbon-fixation and oxygen-release, water storage, environmental purification, nutrients cycle, biodiversity conservation and so on. Because the great majority of the ecosystem services provide the nature capital and welfare in the forms of public goods to the human society, the value of ecosystem services can not adequately quantified in commercial market, which make the public neglect those value of ecosystem services inevitably. Finally, forest resources are badly destroyed, which result in breakage of ecological balance and deterioration of environment. Now the evaluation of forest ecosystem services has already become the hot topic of quantificational research in ecological economics and ecology.On the basis of quantities of ecological researches of our country and other countries, relative data gathering and field investigation, this thesis has studied the ecosystem services value of secondary forest in terms of water storage, soil conservation, carbon-fixation and oxygen-release, environmental purification and so on in the Southern Mountain Region of Jinan, by using the economic methods of environmental and natural resources, such as the market value method, expense payment method, shadow engineering method and substitute expense method. The great welfare has been brought by ecosystem is clearly to the public. Therefore, it helps publics aware themselves of the importance of protecting ecological circumstance. The results show that: The total value which provided by secondary forest is 20.7×108 Yuan; the annual average value of timber is worth 31.8005 million Yuan, occupying total value of 1.54%; recreation value 565.8325 million Yuan, 27.34%; water storage value 503.7425 million Yuan, 24.34%; water purification value 87.1455 million Yuan, 4.21%; soil conservation value 249.635 million Yuan, 12.06%; carbon-fixation and oxygen release value 441.0616 million Yuan, 21.31%; environmental purification value 190.5972 million Yuan, 9.21%; insect disease prevention value 0.1804 million Yuan, 0.01%. Indirect economic value is far larger than traditional direct economic value. Therefore the significant value of forest is realized in this kind of indirect use value provided by the ecological function and processes of forest ecosystem. It is these kinds of ecosystem services that support the life processes of mankind by supplying soil fertility, quality water and fresh air.In view of the present condition and the immense value of ecosystem services of secondary forest in the Southern Mountain Region of Jinan, and in the light of economy, society and natural recourses in that region, the theory of compensation was tried to discuss, which including legal basis, rage determination, object determination, sources of compensation funds and compensation standard. It will be a great pleasure if this thesis can contribute to the policy making the protection and sustainable development of ecological environment.
