Study On Validity Of Forest Resource Supervision In China

With practical advancement along with the development of correlated theories on forest resources supervision in China and abroad, the administrative system was established preliminarily that forestry administrative management was as the main body, the resources surveillance and the synthetical monitoring as two auxiliaries, its management system as well as laws and regulations matched up to our national conditions and forest ones, which maintain effectively safety of forest resource. But the phenomenons still exist, such as lacking qualified technical personnel in forest resource supervision, as well as the incidents that forest resource was destroyed happened now and then. In addition, with publishment and enforcement of Resolution about accelerating forestry development CCPCC and state department, and establishment of constructing modern forestry policy as well as ecological civilization eidos, the ranks of forest resource supervision are becoming an important power to stand up for national forest safety. Under this background, this paper carried out to propose countermeasure and suggestion so as to promote the validity of forest resource supervision in China.Based on present status of forest resource supervision and practical progress, and using the experience of other countries for referrence as well as combining related theories of entrustment of an agent and game theory etc., this paper defined effectively connotation and extension of forest resource supervision from three dimensions including external, internal and self-supervision.In this foundation, this paper carried out a series of research and evaluation about supervised validity for subject, object and self-supervision by the mould of supervisial evaluation , and evaluated indexes were obtained. Some progresses were taken at aspect of forest resource supervision, but great gap exists also, comparing to speeding up the historical transfer and the request of modern forestry construction, in view of the above, the resolutions and proposals were brought out to improve the functions of forest resource supervision in this paper.
