The implementation of water-saving measures is very necessary because of the shortage of water resources in Xinjiang.Large-sized irrigation areas not only supply the basic guarantee for the agricultural sustainable development but also is the fundamental basis for regional economic development and eco-environment protection.Recently,with the implementation of continued and matching construction and water saving projects in large-sized irrigation areas,information management level of water resources has been require much higher.However,the management of water resources quite lag,and traditional manual work can not share the efficient data information,which resulted in low management efficiency in irrigation areas. All these problems have constrained the sustainable development of irrigation areas more or less.Henceforth,it is critical to apply modern management method to utilize water resources.With the acceleration of information-based water process,and the country's increasingly stringent requirement of water measurement for irrigation areas, ensuring that measured by household and charged for square.Nowadays, there was a variety of channel flow measurement equipments,and how to choose a highly precise,asily operated and managed water irrigation measurement and information controlled system,which can be extended in most irrigation regions has become a top priority.According to the thorough analysis of the business demand,water measurement situation of irrigation areas and the comparison studies of stage-discharge relation,the stage-discharge relation system was developed based on curve-fitting theory; according to the thorough analysis of agricultural water charge collection,informationization management situation of irrigation areas,system modeling and software engineering principle, agricultural water charge collection system was developed based on C/S and the public information service system was developed based on B/S.This paper carries on the system modeling,the funcitional design,database design,technical route design and interface design.In addition,the paper provides detail solution scheme and program realization to the key technology.In the process of development and realization,this paper used the integrated pattern of C/S and B/S,and the main development tools including Visual Studio 6.0,Visual Studio 2005,SQL Server 2005,Crystal Reports ,UML modeling,PowerDesigner and so on.This system realized system management,curve-fitting management,water affairs management, agricultural water charge management,reports management and analysis,the management and release of information constructions of irrigation areas and so on.At the same time,the system,for the realization of irrigation area information sharing,the improving of the irrigation area management efficiency,the realization of irrigation area water resources optimized dispatch,has provided the theory andthe technical strut.In addition,the system also had highly preference value for water affairs management and the development of system of other irrigation areas.
