Water-saving farming systems have abundant contents and various forms. Not only in different regions have different water-saving farming systems, the same region will also have a variety of water-saving farming systems. In this article, we discuss the formation mechanism of water-saving farming systems, the way of evaluating water-saving farming system and choose Lingxian County in Shandong province as an example, to do some relative research of the integrated evaluating of Water-saving farming system of this area.First of all, analyse the formation mechanism of water-saving farming systems, including three categories, the social, economic and ecological benefits, with a total of 13 factors, abundance of water resourse, water demanded of different plants, potential agriculture production of water, plants growth coupling with water, multiple cropping benefit, soil fertility, Water Price, agriculture product demanded, agriculture aims of nation, definite policy, supportive policy, capacity to save water in agriculture, and so on. Then study the formation mechanism of these factors in water-saving farming system.Secondly, set up the evaluating index system, which includes 3 categories with a total of 15 categories of indicators analyzed.Thirdly, choose Lingxian county in Shandong for empirical analysis.The result of the evaluating is: monoculture of cotton gets the highest grade, which may be suggested a large scale in the future. The second is planting wheat and cotton in one year, the last choice is wheat and maize in one year.Finally,some corresponding policy and suggests are given ,as well as some ideas about the future research in this field.
