Soil nutrient is the special nature of soil, and the basis of plant growth. Soil nutrient is also an important indicator of soil fertility, and main basis of scientific guidance for fertilizing. Unreasonable use of chemical fertilizer not only cause economic waste, but will also cause serious environmental pollutions. So in the premise of increasing food production, the significance of scientific fertilization guidance becomes more important. But traditional fertilizer recommendation system based on farmland soil testing and GIS needs to consume too much human and financial resource, and application efficiency is very low. With the continuous development of WebGIS technology and Internet promotion, soil fertility management and fertilizing decision system will be more widely used.Map of fertilizer management unit and recommended fertilization model of ShuangCheng city was produced based on GIS, combined with soil science, agricultural science and other disciplines of knowledge. The system of cropland management and fertilization was constructed based on WebGIS platform and JAVA language.Detail content as followed:(1) Statistical analysis and Kriging interpolation methods were used in soil samples data by ArcMap software. Map of fertilizer management unit was generated by overlaying of administrative zoning map and soil map.(2) Under foundation of long-term field experiment in Agricultural Technology Promotion Center of ShuangCheng city, establishment of fertilizer recommendation model and specific fertilizer program to blocks were done combined with nutrient balance method, target yield method and nutrient deficiency index method.(3) In accordance with the system structure and function design, the system of cropland management and fertilization was constructed based on WebGIS platform and JAVA language.In this paper, online soil fertility management and fertilizer recommendation were achieved with web services, database and other technical means. In practical applications, soil fertility management and specialist fertilization on-line services were produced by positioning operations management to users through the internet. In the support of expert fertilizing decision system, it increased fertilization of science and rationality, conserved resources and increased farmers'income. Guidance to the land for farmers was provided using the network which let the experts into the thousands of families of farmers and promote agricultural modernization.
