How to efficiently monitor and put out a forest fire is very important, because the forest fire due to a gigantic loss of forest resources which is frequently-occurring in China every year.In order to improve the degree of automation of forest fire prevention in China, promote the process of forest fire prevention information, establishing integrated forest fire management system based on WebGIS technology is imperative. As the developing of network technology, the main way of WebGIS development is the three layer B/S schema based on "thin client",which is based on HTML. The further development of WebGIS has been limited because of the shotcomings of HTML such as the poor ability of extention,the difficulties of writing codes,the poor ability of interaction,the single links way and so on,which lead to the lower efficiency of WebGIS development process,lower efficient of WebGIS system using and maintaining difficultly of system.RIA (Rich Internet Application) is a new web technology arising recently, having the advantages of both C/S and traditional B/S. REST (Representational State Transfer) style, which is a new framework for the development of network software, is the most successful Internet distributed hypermedia system architecture in the world. Flex technology is one of the most popular RIA technologies. Be considered of the problems in the development and application of WebGIS,the development style based on the technology of RIA and Flex and the architecture of REST,is becoming the new trend of WebGIS.This article start from the business of forest fire prevention, and adopt Qinghai huzhu forest fire thematic database for support, use the ESRI company's ArcGIS Server for development platform, use the Flex as WebGIS client realization technology, combining FlexView framework, rest with ArcGIS API as realization method, developing the WebGIS system which is based on RIA/Flex framework—County forest fire prevention decision support system. This system not only has various functions of forest fireproofing information acquisition, information transmission, information processing, information release, but also has fire rank evaluation, and predict fire spread, save command fire, and realize the forest fire prevention business information resources, transmission network, scientification of decision-making, command quickly, scheduling real-time change, improving the work efficiency of forest fire, management level and scientific decision-making ability. And make the business of forest fire prevention information resource, transmission network, scientific decision, quick command, real-time schedule, and improve the efficiency of forest fire prevention, the ability of management and scientific deciding.The actual application result indicates that, this system can not only satisfy various kinds of technical requirements,such as offline data processing, remote data efficient processing, adaptive complex network environment, technical requirements of mutual interaction between different platforms, but also have various advantages, such as visit range, independent platform, high efficiency development, costs low system, simple updated, etc. In addition, this system shirt-sleeve the desktop applications richness and controlling, combined the respective merits of traditional Web applications with RIA mode, reduce the system and user operation response time. This study for future RIA technology in the application of GIS system of forest fire made active exploration, have the certain reference and exemplary role.
