Study On Community Co-management In Jiejinshan Nature Reserve

Implementation of biodiversity conservation and sustainable development has become the two measures for the man to curb environmental degradation and improve the human condition. Nature Reserve is an effective way to protect natural resources and biological diversity, maintain ecological balance, and promote harmonious development of man and nature. Chinese nature reserves began in the 20th century 50s, experienced three periods of the starte, stagnation and rapid development. In the meantime, many experts have researched on the type of nature reserve, management, and other aspects of community.Community Co-management is a new nature reserve management by the form of local communities and nature reserves to decide, implementation and evaluation the natural resource management decision-making, to get the purposes of protecting biodiversity and improving the living standards of local residents. In this paper, as the Jiejinshan nature reserve as the starting point, from the Regional Economics, Ecological Economice, External and Sustainable Development theory to guide chinese nature reserves, to use the nature resources, for constructing the model of ecological, economic and social beneficial result both winning.Accouting to the abroad experience of the Community Co-management, Author researched relationgships between the Jiejinshan Nature Reserve and the neighboring community; researched the process of Community Co-management in Jiejinshan Nature Reserve and cleared each steps of the work content; discussed the technical issues in the process of Community Co-management.Finally, author made the recommendations of implementing the Community Co-management:leadership should correctly handle the contradiction between development and conservation; getting the support of the local government and multi-sectoral collaboration; to strengthen the functions of nature reserve, implementing qualified management; planning scientifically, implementing intensive management; multi-party financing, to ensure the input; protection Hezhe culture, promoting of community co-management; reform the teaching methods, continuing the heritage of Hezhe culture; development Hezhe culture, for the community to create new economic growth point.
