Research On Daily Patrol Management System Of Nature Reserve

Field Patrol is the most important, most basic and irreplaceable work in nature reserves,it’s also the most direct and effective protection and management measures for natural resources and biological diversity in nature reserve.However,nature reserves in China and its neighboring communities have conflicts and contradictions,they have seriously hindered the development of the protection area patrol work.The solution requires community participation,therefore, this paper studies carrying out the design of patrol, patrol the implementation of management and the construction of the security systemmainly combined with community participation, to build a scientific and efficient patrol system for nature reserves.Through the study of the relevant literature, this study concluded that a more comprehensive framework of the patrol system includes five aspects: the patrol plan, the patrol management, the patrol report, the security system of patrol, the incentive mechanism.The community should participate in the process of system construction, especially the design and modification of the patrol plan, and the construction of the security system.The construction of the patrol system should be based on the present situation rangers patrolling protected areas and conflict, construction of the patrol system in accordance with the protection of the system itself, according to the actual situation of the local nature reserve, otherwise, we need to know the specific purpose of the patrol, taking into account the economic development of resource protection and community. Combined with the function of protected areas and community livelihood activities, the key patrol area is divided.The design of the patrol line should consider the damage point of the protected area; increase the patrolling content related to community development appropriately. And then, arrange the time and frequency of patrol according to the degree of the interference; we design the scientific and reasonable patrol plan according to this idea. Regulate the formation of the patrol team, the person who was recruited should have a certain degree of qualifications and experience. The guard should do the patrol record when they are patrolling, after that, after that, they should collate the information and report, in order to provide scientific basis for the planning of the late development of protected areas. Besides, we establish a better system security patrol from the missionary training, capital equipment, and other aspects of legal protection, and make relevant incentive system to improve the working enthusiasm of the guard. At last, the protected areas should encourage community residents to participate in the work of patrol supervision, to ensure the sustainable development of patrol work.In this paper, taking Zhanjiang Mangrove National Nature Reserve as an example to empirical research, analyzing and summarizing the data about the protection area patrol, which is collected by field research and interview survey, and then find the problems and put forward the Countermeasures. The system encourages community residents to participate in the work of patrol, in order to improve the current status of the patrol Zhanjiang Mangrove Sanctuary and provide information and recommendations for the development of mangrove protected area patrolling standards.Draw a conclusion through the research: firstly, scientific and efficient patrol system requires the active participation of the community; secondly, the protection system is the precondition of the patrol work, the construction of the patrol system needs many support.
