Research Report On The Community Development Issues Within The Nature Reserve

With the importance of natural resources and the strengthening of protection, country establishment of nature reserves and implement the strict protection management system in the protected areas made the development of communities economic within protected areas has been limited, on the other hand, community residents are also keeping the traditional way of life made the work that protecting natural resources pose a potential threat, so the conflict that carry out the work of natural resource protection and community development have become increasingly prominent.Through investigated and analyzed two nature reserve in Hunan (Badagongshan nature reserve and Hupingshan nature reserve), get the current basic present situation of community development in our country for:(1)The community economic development lags behind and poor living conditions of residents; (2) Nature reserve management and community development between contradictions and conflicts; (3) The management needs to be optimization because the administration of nature reserve management and community rights and responsibilities are not clear; (4) The nature reserve community development policy, legal gaps, to be sound, and so on.According to the practical problems existing in the community of natural reserves, we using principles of economics, sociology and legal's, from multi-angle comprehensive analyses the causes of the problems, to plan as a whole of the nature reserve and the reserve community development as the goal, put forward some proposals from the national policy and reserve management measures as follows:(1) Planning as a whole some plans and building measures for nature reserve and community development; (2) perfecting the legal system construction and intensify publicity and education; (3) Transforming the government functions, to promote "community management"; (4) creating the "Community Co-management" model to promote the development of Nature reserves and communities; (5) establish and improve the ecological compensation system; (6) strengthening Science and technology helps deficient up, Nature reserves must enhancing self-hematopoietic function; (7) Moderately develop the tourism resources in the nature reserve; (8) Deepening the forest right system reform and land reform, (9) Making preferential policies to promote the prosperity of nature reserve and community coexistence, etc.
