Objectives To form a scientific, comparative and simple index system of assessment in maternal and child health (MCH) of counties in Sichuan province. To explore the statistic methods to analyze the stability and advisability of index system and to provide reference for similar study.Methods Delphi method was applied to form the sketch of index system. Reliability, validity, positive coefficient, Kendall coefficient and authoritative coefficient were adopted to test the credibility of this study. Multiplicative synthetic index method and critical value method were used to screen indexes. Rank sum ratio method (RSR) and distribution according to proportion method were used to set the index weights. The new index system was operated in real situation, weighted sum method was used for comprehensive evaluation. Practicality, stability and advisability of new index system were analyzed to test its quality. Results Cronbach's a coefficient of two questionnaires were0.9764 and 0.9699, and their face validity and content validity were proper. Positive coefficient of two expert consultation were 93.10% and 96.15%; Kendall coefficient were 0.39(/=30.42, P>0.05) and 0.26(^=19.5, P>0.05) ; authoritative coefficient of this study was 0.915. 8 indexes were excised, 8 indexes were added, names of 5 indexes were changed and categories of 2 indexes were changed after the first expert consultation. After the second expert consultation, 6 indexes were excised and weights were given to all of saved indexes. Practicality, stability and advisability of new index system were good.Conclusions The index system of assessment in MCH of counties in Sichuan province is set up and according to this index system, MCH of every counties in Sichuan province can be evaluated and supervised objectively and fairly in muti-directions.
