| The development of information technology(IT)has been changing with each passing day .IT has influenced hospital deeply and has come into every corner in hospital. The early information systems on management of personnel, finance and goods are relatively mature and they are very helpful in increasing the work efficiency and management notalby. Applying information systems to clinic to improve the diagnosis and treat quality and to reduce the medical error is the focus of medicine informatics research at present.Objective: Medical record is the core information source in hospital .Most of diagnosis and treatment must be based on the information of patients. As the development of the hopital information system gradually to clinic, Electronic Medical Record(EMR)are drawing attentions from more and more people. What is EMR ,how to implement EMR in hospital and how can EMR apply to clinic is one of the import content of hospital informatinization. By this study,we hope to increase the familiarity of people with EMR which is rather a brand new thing, make sure they understand the concept and content of EMR, to catch on the research and application situation in and out of our country ,problems exist and the counter measures,to form a primary idea of how to construct EMR. Situations in military hospitals can more or less reflect the condition of other hospitals inland,so those hospitals can also draw lessons from it. We intend to provide a reference to department of military health management,hospital managers and persons who apply themselves to hospital informatinization.Methods: Documentation Method,Society Invistigation Method, On-the-Spot Investigation Method and Comparison Method pass through the paper.To review documents and works on hospital informationization, research and usage on EMR. Society Investigation Method: Investigate five military Three A Hospitals in He'nan,Shaan'xi and Gan'su between May to August in 2006 by on-the-spot questionnaire survey. To discover the the basic situation of usage of EMR in levels, problems exist, ralated factors, understanding and appraisement and the allocation of IT talents in hospital. Use Delphi-Method and consult experts from Department of Training, Department of Bio-Medicine Engineering, Department of Precaution Medicine, the First Affiliated Hospital of the Fourth Military Medical University to design the questionnaire. They are masters in advanced education, clinic management, computer science, hospital management and statistics. When the questionnaire is confirmed, conduct a pre-investigation in a Three A Hospital and revise the questionnaire according to the results. The five military hospitals belong to three big military zone and are of four different types, so they can represent the whole to some extent. To choose Three A Hospitals as object, we also consider that EMR is the advanced stage of informationization.Results: The informationization levels of the hospitals are high as a whole and they have got some achievements in using EMR and the allocation of IT talents. there are still some problems.Analysis and Discussion: 1.Every hospital pay much attention to informatinization in general and they began this work early and has good groundwork. 2. Improve the software investment and raise the level of software application. 3. We have got some achievements in building group of IT talents in scale and level but there are still some problems. Try our best to explore and improve the quality of medical information technology talents actively. Hospital should absorb and retain information technology talents. 4.The apocalypse of the development of EMR in the USA. The legislation and guidance of the government is important. Information Standard is the basis of application extensively. Respect the value of training and establish the notion of time. Put forward some key points in implementing EMR. 5.Extending: To conduct a primary explore in EMR and medical treatment quality control by taking the computer- aided use of medicine as a cut-in point.
