Study On Comparison Of Three Management Types Of New Cooperative Medical Scheme In Fujian, China

Background: According to the overall goal of the CPC Central Committee and the State Council on promoting the building of a new socialist countryside, Fujian Provincial Committee and the provincial government as well as the relevant government departments have also promulgated a series of policies and measures, and carried out the NCMS pilot in the end of 2003. In the process for the implementation of the NCMS of 31 pilot counties, formated the three kinds of different management modes: First, the health sector management agencies-the NCMS management centre, which isesponsible for payment of compensation and other business management, by the end of 2006 has been 17 counties (cities, districts) implementation of this model; the labor and social security departments responsible for cash compensation business, there are six counties (cities, districts) implement this model; the insurance company responsible for the operational management, payment of compensation, there are eight counties implement this mode.For many years, the pilot works have obtained great performance, but with the implementation of the NCMS and deepened, it is an important task to how to study the evaluation of the NCMS from different aspects of different levels, and guarantee the NCMS sustainable to develop. To evaluate three kinds of management modes and analyze the performance of the pros and cons of models.Not only to evaluate the current operation of three models, but also analysis of the pros and cons of each model, we can adjust the pilot work of the NCMS, as well as the various deviation after the overall of the NCMS, and provide the basis for all levels and relevant government departments'evaluation.Purpose: 1. To analyze the pros and cons of three management modes of the NCMS in Fujian,each modes can learn each other through conpration,and make up for each other. 2. Further improve the evaluation indicator system of the NCMS of Fujian Province. 3. To use 4 comprehensive methods evaluate on the 31 counties (cities, districts), and using the above-mentioned five kinds of evaluation methods to evaluate of the overall three management models.Methods: 1. To use qualitative research methods, including semi-structured interviews, key interviews, and panel group discussions, and find out the pros and cons of the three modes of operation and management. 2. Through the methods of expert advice and the Analytic Hierarchy Process to set up the comprehensive evaluation index systems nd weight coefficient and use Kelanbahe coefficient to conduct reliability test, using the way of principal components factor analysis for structural validity of the test, using cluster analysis to test indicators internal linkages. 3. Use of quantitative research methods, based on t Z method, and conbine of merits distance, the linear law Composite Index and other comprehensive evaluation methods to evaluate and analyze the running conditions of the NCMS in the 31 counties (cities, districts) .Conclusions: 1. The analysis of the pros and cons of the three management models, can complement each other 2. Comprehensive evaluation index systems are reliablable, validity and distinguish. 3.
