Primary Investigation On The Designing Of Policy Evaluation Plan

Scientific and normative policy evaluation is the crucial step of policy process, the basic way to inspect policy quality, the important basis to decide policy continuing, improving or terminating. Evaluation scheme is the blueprint stipulating technical method and executive style; it is the most important and complicated step of evaluation starting stage so to speak. Reinforcing as well as improving the research of evaluation theory and technique is a significant job to promote evaluation system.This article is the auxiliary and subsidiary part of general research:《evaluation plan and index system research for the employment project (certified doctors for mid-west poor rural hospitals)》, it mainly describes personal thinking and ideas about evaluation theory, technique and process, it also tries to connect these three aspects together.The primary content and structure of this article: the first chapter "introduction" talks about background, theme, train of thought and theory overview of the research; from second to fifth chapter are five steps for constructing evaluation plan: the second chapter including "policy content, goals, executive procedure, stakeholders and their interest", the third "the destination, emphasis and logic structure of evaluation plan", the fourth "evaluation criteria, index and its weighing", the fifth chapter "analysis of some other elements for evaluation plan".The sixth chapter raises some problems and discussions including: the concept of policy evaluation and its influence on evaluation plan; evaluation procedure and plan; multiple evaluation subjects and the way to realize it; the stability and adjustment of evaluation plan; difficulties confronted with economic cost, efficiency, effects and quantitative evaluation.At last, "brief points out: improving our country's evaluation system is not only an independent academic task; it also depends on responsible government and optimal evaluation mechanism. There is still a long way to realize scientific and normative policy evaluation.
