Study On Evaluation Of Effectiveness Of The Hospital Emergency Rescue Plan

In the 21 st century, various incidents followed endanger human life and health and affect the stable development of the country and society, which gives emergency rescue work more high-level requirements. As large-scale comprehensive community-oriented medical institutions, the San Jia hospitals have professional medical technology and resources advantages, which always serves as the main carrier of emergency rescue. Therefore, the formulation of scientific and effective emergency rescue plan is necessarily imminent to the hospitals. How to shift the plan from a policy to a tool authentically and enhance the effectiveness of the emergency rescue plan have a strong theoretical and practical significance for the establishment of a sound hospital emergency management system and the enhancement of emergency rescue capacity and effectiveness.Based on the summarized theories and concepts and combining the principles of constructing the effectiveness indicators and hospital emergency rescue plan for the construction of the current situation, the paper builds the evaluation of effectiveness of the hospital emergency rescue plan index system by using quantitative and qualitative method and expert consultation method. Calculating index weights for each primary and secondary index by the use of AHP then using expert scoring as index assignment, in order to construct a evaluation model of the hospital emergency rescue plan. Finally, the paper selects Tangshan city as the empirical analysis for the evaluation model, and obtains belonging grade of effectiveness of emergency rescue plan. Through analyzing the evaluation results, we can summarize some problems and make some suggestions for the problems, that is strengthening publicity and education, attaching great importance to the drill and revision work, strengthening coordination and cooperation between plans, enhancing the scientific concept and strengthening the concept of time.
