Study On The Teaching Mode Of Rural On-job Health Technical Personnel's College Education In Anhui Province

Objectives:To systematically measure the status and the building method of rural health human resources; to explore the practical mode for rural on-job technical personnel's college education; to advance rural on-job health technical personnel's education level and their working quality.Methods: Get the basic measurement material through literature review and sampling survey; with small focus-team discussion to explore the practical mode for rural on-job technical personnel's college education. This investigation comprises two parts: (1) choose 3 to 4 township health-centers from 91 countries (city/district) in Anhui province and totally 293 township health-centers as the survey sites, then make questionnaires about the health technical personnel's requirement on college education. (2) sample 3, 3, 2 countries from the northern, middle and southern part of Anhui respectively, and randomly draw 5 health-centers per country totally 40 health-centers as survey sites, then make questionnaire on the organization of health technical personnel in township health-centre. Meanwhile, we organized 4 seminars and 7-10 people including experts on rural health research, officer, teaching staff and on-job health technical personnel to take part in the seminar.Results: (1) rural health technical personnel's education level is relatively low and operational quality is not well; (2) at present, rural on-job health personnel with low education level have strong desire to improve their operational quality through college education. (3) the government and health service department have taken varies ways to improve rural health service personnel's quality, while the result is not ideal.(4) practical mode for rural on-job technical personnel's college education: 1) admission policy: admission targets mainly the staff working in the countryside who has achieved the physician's assistant license and above, or the on-job health technical personnel who has graduated from technical secondary school and have the qualifications to apply for the physician's assistant license. The test is organized by the Provincial Bureau of Health and the Provincial Bureau of Education. Admission line is separately crossed. Students passing all the tests can get the adult education specialist diploma marked"rural".2) training aims: with job-orientation as the guiding rule and highlighting the goal of"practical", train the rural technician to be more skillful.3) curricular system: with the emphasis on job-orientation ,increase the proportion of curricular on clinical practice and professional skills. Strengthen propel primary health-care skill and general education on both theory and basic skills in the countryside. With the key points of common disease's investigation, precaution, supervision, diagnosis and dealt with accidents, focus on the training of capability and quality. Teaching content integrates with the test for certified physician.4) teaching organization: set paralleled and flexible classes; found clinical teaching basis in the cities with more students concentrated and provide"home delivery on teach"; construct on-line teaching platform as an assistant way.5) check-up method: testing on academic courses is practiced in written, which refers to the test for certified (assistant) physician license; practice course is tested by the form of operating.6) quality control on teaching: Set up specialized agencies to ensure the quality of students, standardize instructor's selection and training system, draft specialized teaching material and strengthen the teaching on key steps. education level is relatively low and operational quality is not well. Government and health service department have taken ways to improve rural health service personnel's quality for years, while the result is not ideal. In addition to the supporting policies practicability, rural on-job health personnel with low education level have strong desire to improve their operational quality through college education, therefore, to develop rural health technical personnel's on-job education is an important measure to improve the quality of rural health service team in a short time.
