The analysis feature of the disasters and famines will demonstratethe background of the implementing of the relief system including the famine relief and the peacetime relief in Jiangxi. Then relief system of Jiang in Yuan Dynasty is discussed.the at all levels of governments and the popolace the famine relief:Being confronted with disasters and famines ,both all levels governments and the populace acted in correspondence and drew up countermeasures. Under the social conditions at that time,governments were predominant in the famine relief ,and the populace had to act under the leadership of and in concert with the governmernts. The central government and local governments developed many polices and measures for famine refugees, such as tax exemption or reductions,distrbting funds and foods , mobilizing the populace contribution and so or.Because relief material is very short , all these polices and measures seemed to do little about the disasters and famines, in turn,great loss remained.As for peacetime relief measures ,public pacifying mesures has been implementing during Yuan Dynasty,and imposing a series of the poor and the weak to protect their basic conditions of life measures,such as diet,adoption,medical treatment,funeral and so or.In addition,the well-off with personal identity and financial to help their village the poor and the weak in danger. Their action and financial supplied many material into Yuan Dynasty inadequate relief material system.Peacetime relief measures have several positive effects: including both to help the poor and weak in a time of distress, getting temporary living, At the same time , the needy and helpless have provided maintenance for their life.
