| With the rapid development of information technology, the declining costs of telecommunications, steadily rising of international trade and immigration, and gradually forming of global financial markets, the development of Chinese cultural industry also participates in the process of globalization. The cultural industry has became a new growth point of economic development following the rapid development of Chinese economy. In order to promote the development of cultural industry by the institutional innovation, the Chinese government introduced many policy measures to promote the development of cultural industry, especially stepped up our efforts to promote the reform of the cultural system in recent years. But there are also some confusions in the development of culture industry, such as how to guarantee both the development and stabilization, and also the reformation; how to promote the development of cultural industry by the institutional innovation; how to guarantee all the citizens cultural rights and interests, and to lead the sound and fast development of the cultural enterprises. Among these, the government takes very important responsibility, that is the government how to process the institutional innovation, and to formulate the perfect system in cultural industry policy and system during the globalization and technological innovation.This paper summarizes some experiences of the development of policy and institutional innovation in the domestic and international cultural industries, analysis of the necessity for innovation of Chinese cultural industry development in current situation, trying to figure out the junction between the cultural industry and institutional innovation, providing some helps to the development of cultural differences and the actual work. In this paper, the basic idea is that it regards the institutional change in the development of cultural industries as the research object, through the policy and institutional innovation in the development of domestic and foreign cultural industries, industrial economics, new institutional economics, and integrate the innovation economics, industrial economics, Game Theory, Cultural Studies and other related principles of industrial policies, using the comprehensive analysis of related subjects to the development of cultural industry in Anqing City, and regards the institutional Innovation as a case study in the City of Anqing. Based on Anqing Huangmei Opera, private enterprises, and the basis of cultural analysis, studying the new way deeply into the development of cultural industries in Anqing City, building the rapid development of cultural industry and institutional innovation system of Anqing. The main research contents include:(1) Analysis the system of innovative model based on the theory of institutional innovation development of the cultural industry system innovation.By analyzing the system of innovation and object and the environment, we should find out the reason why cultural industries need for institutional innovation and put forward our current cultural industries in the innovation of the college.(2) Evaluating the performance of Anqing Huangmei opera, we analyze the performance of the development of the status. From 2005 to 2010, we reform the changes and institutional system of choice, and propose performance of the reform of the system design path.(3) The Anqing government supports private enterprise cultural policy and institutional. Through analyzing the development of Five thousand years art technology Co., LTD, Emperor elegant craft Co., LTD, we analyze of how the government system innovation, promote regional development of private enterprises and promote the development of cultural industry.Finally, the paper puts forward some suggestions and countermeasures of perfecting design system, vicisstuding and innovation system in culture industry development. On the basis of pointing out the weakness of the study, it prospects the study on the innovation of the development in cultural industry.
