In nowadays’ global scope, the method of economic development has two keypoints:experiential and individuation.If a city want to get a huge advancement, itneeds to implement two strategies at the same time, creating unique and vivid citybrand and making sure that people could grasp connotation exactly from it. LuoYangis famous as ’Peony City’ and ’Capital of13dynasties’, but the connotation of thisancient capital is not fully shown because of fragmentary history, limited developmentand chaotic management, so the Brand Image is not built overall and impressively incompetition between cities. According to CCTV financial channel,<2014ChinaConsumer Economic Index Report> figured that tourism has occupied one of the firstfive Chinese population consumption. And cultural-oriented tourism is one of theimportant guiding tourist destination choice factors. So LuoYang needs to grasp thedirection of the market economy development, seizing opportunity to deconstruct andexploit city’s cultural recourse, and promoting Cultural Originality Industry bydeveloping cultural-oriented tourism. Eventually formed the flagship brand of city`scultural. Extracting city culture is great helpful of highlighting the city brand,meanwhile, in order to implement consumers`experience of city culture, how toexpress the culture is very important. With the city culture being refined andexpressed, the Cultural Originality Industry develop well. So promoting culturetourism industry is a good approach of building city brand. The model used in thispaper comes from the demand of customers, it highlights LuoYang city brand byestablishing brand recognition and meeting customers`needs.
