New Development In Agricultural Protecting Policy Of Japan Since 1990s

This essay penetrates from the theoretical research of agricultural protection policies and analyzes the universality and basic features of carrying out agricultural protection policies and then the reasons, development and difficulties of Japanese agricultural protection policies. Based on these analyses, the domestic and foreign challenges faced by Japanese agricultural protection policies according to Japan's change of both domestic and foreign environment from 1990 are introduced. In order to deal with new problems, a deep and profound research on the new development and influences of the agricultural protection policies by the Japanese government has been emphasized. At last, the author discusses the significance of China's drawing lessons from Japanese agricultural protection policies. The essay mainly includes four parts.Chapter one is the research on the theories of agricultural protection policy. The definition of agricultural protection policy is illustrated. The author then analyses the agricultural protection policies in the process of industrialization in every country and summarizes the universality and regularity of agricultural protection policies.Chapter Two explains the reasons of Japan's carrying out agricultural protection policies from the aspects of natural environment and art history. Through the overview of the beginning and development of Japanese agricultural protection policies from the Meiji Restoration to 1990, the author discusses the features and difficulties of Japanese agricultural protection policies.In Chapter Three, the author first introduces the new circumstances of home and abroad from 1990, and put priority on Japan's coping with new challenges and the adjustments of the agricultural protection policies. Discussing mainly from the Agreement on Agriculture in Uruguay Round Talk, the Food, Agriculture and Rural Basic Law issued in 1999, and Japan's view in Doha round from 2000, the author shows the features of agricultural protection policies in this period.Based on the former discussion, the last part of the essay analyses the economic, political and diplomatic influences of Japanese agricultural protection policies from the 1990s and the some enlightenments to our countries agricultural protection policies.
