With the expansion and penetration of TCSL in current information age, it is very important to cultivate international Chinese talent who can recognize and read Chinese characters. Different people hold different views on how to teach Chinese characters. However, all the methods which can facilitate the acquisition of Chinese characters should be taken into consideration. This paper, based on Word-based, Zi teaching and Picto-Ideographic Association Teaching'advantage and integrated transport theory, interlanguage theory, CRCC theory and acculturation theory, purposes to establish a new teaching characters method—hierarchical teaching method and prove its feasibility. The paper consists of five chapters, which give a clear picture of the author's study on this issue.The first chapter is the introduction, a more systematic exposition of the development of Teaching Chinese in TCSL and the external Chinese methods to build a new urgency to clarify the origin of this study. Furthermore, it identifies the theme of the study as well as the range of the theme the Questioning-posing and its range.The second chapter analyses the hierarchical teaching method which adopting the current popular several Chinese characters teaching advantages and deficiencies, it not only highlights the characteristics of Chinese characters from the practical personality, but also reveals the Chinese cultural knowledge from the practical context. We can achieve the fifth level in International Curriculum for Chinese Language Education and take part in the HSK.The third chapter describes the hierarchical teaching method that adopt the transport theory, interlanguage theory, CRCC theory and acculturation theory'advantages, strengthen the theoretical Chinese characters basis of teachers and learners. The teachers train the learners from the angles of note, hearing, vision, function orientation and thinking activities, making them form the CRCC quickly in a short time, and minimize the negative transfer of mother tongue's harmful effects to reading the Chinese characters, pay attention to its quantities and basic parts, inosculate the culture between the Chinese and western, and then help the learners to accept the Chinese characters in understanding cultural differences.The fourth chapter mainly probes and proves that the hierarchical teaching method separate the 800 level A Words in International Curriculum for Chinese Language Education into two stage: the first stage will teach the learners high- organizing skill single characters, it will take a long period and help them overcome the fear of difficulties gradually and form the CRCC, grasp the basic Chinese characters strokes and its knowledge. The remnant single characters and mixed characters will be taught in the second stage, forming the phonetic character consciousness. While teaching, we will interlude the 1500 High-frequency words to communicate, fostering the students' ability to study on their own. Through certificating, it can help the learners grasp the 800 level A Words and 1500 High-frequency words together, attaining the fifth level in HSK. The fifth chapter sums up the advantages and disadvantages in current hierarchical teaching method.The hierarchical teaching method tell us the Chinese characters are rigorous system, the teachers need use the professional teaching methods and principles for teaching which can satisfy the learners'demand preferably, making them master relevant knowledge and skills of Chinese characters while learning.
