Soon after the war of resistance breaking out, the Kuomintang changed into the system for war. Fujian province is one of those provinces which the KMT can control directly and has a relatively better condition for the changing, for, there was a good foundation for party work before the war breaking out. And it was not the main target for Japanese army. This essay is focus on studying the all levels of the party headquarters (headquarters in province, city, and county and below levels) in Fujian province in the war period. The references are mainly from the documents in Fujian's archives, materials from the book "The KMT headquarters in Fujian province" and some historical materials from party publications and party newspapers of the KMT in Fujian. In this essay, it mainly studies the organizations of the all levels' KMT headquarters in Fujian during the war, participants, and main activities, the relations between the KMT and the governments. It reveals relative completely the existing state of the provincial headquarters of the KMT in the war period. So that the reader can understand the characteristics of the Kuomingtang's domination in provinces and the position, function of the "party" under the KMT regime to understand better of the historical meaning of "the KMT regime". In this essay, the author believes that the organizations system was becoming better with an increase in the organizations and participants after the system reforming for the provincial headquarters of the KMT in province. However, all of these factors didn't make the party stronger, because the role the KMT plays in provinces is limited and the idea "dominate the country by the Party" is not realized in the provincial levels.
