With the economy crisis in Asian at the end of 20th century crashing Korea, this country take advance of this challenge and opportunity to adjust the structure of domestic economy, at the same time to promote the development of cultural industry and cultural trade in order to elevate the comprehensive economic power and international influence around the world. The ongoing global financial crisis is not only a challenge but also a rare opportunity for China. Although Chinese trade level is ranking high around the world, that is, the total amount of export is second and import third. But when the specific sorts of cultural trade are analyzed, the fact comes out that our export is usually primary product or that of lacking technology as well as cultural product without core content. Faced with the fact that the proportion which the imported cultural products accompanied with core content takes over the imported goods or service of our country is growing, so the cultural trade deficit is enlarging.Realizing the fact that there are disadvantages in the development of structure of cultural trade for our country and unreasonable frame for the domestic economy, and with the words "green economy" and "carbon economy" arising, our government continually adjusts national and regional policy as well as regulations to promote and higher the development of domestic cultural industry, optimize the trade structure, develop international cultural trade and encourage export of the cultural products.Firstly, this dissertation starts from the concept of culture, cultural industry and international cultural trade and explains the specific contents. Through listing tables, the comparison of the differences in the classification of the detailed contents of cultural industry between China and America builds strong basis for the below analysis. This text put the cultural trade into two kinds according to the standards of cultural products & service and cultural hard wares & soft wares. By expressing the features of cultural trade, the essay points that to promote the development of cultural trade can optimize the structure of export, enhance external relations, raise economic benefits, advance the economic development of the whole country, increase the sense of close knit and identity around the world and improve the international image for China.Second, this text analyzes the status quo of Chinese external cultural trade, including the status quo of domestic cultural industry and external cultural trade, the reason for the cultural trade deficit and the advantages for developing international cultural trade. In the analysis of the status quo of Chinese domestic cultural industry, this dissertation mainly shows the extent for the development of the existing cultural industry from six aspects, including the proportion of cultural industry taking over the national economy, the development of Chinese Radio and TV industry, that of Chinese film industry, of Chinese Animation industry, of Chinese Online Game industry and Chinese edition industry. In the analysis of the status quo of Chinese external cultural trade,this text shows the existing strength of Chinese international cultural trade and the going abroad of cultural commodities by listing and analyzing the data corresponding to the contents of Chinese domestic cultural industry, and classifying nations and regions. But compared with the import cultural products, the trade deficit is enlarging although it is ameliorated. This text presents four reasons for this situation. First, china lacks a series of corresponding financial policies and related laws and regulations; second, cultural discount and the lagging concept of our government and enterprises make the cultural trade deficit worsen; third, the small corporations could not finish international marketing and are short of famous brands with international influence, leading technology and ability of innovation; fourth, the talents with managing ability are farther more than those with managing and marketing skills. The existing cultural trade deficit can not only be ameliorated, the future of cultural trade is but also bright for china having long history, culture with comprehensibility, huge domestic cultural market and government's support.Finally, this essay explains that all kinds of specific policies support Chinese international cultural trade. First, the text shows the detailed measures in the aspects of finance, policies and regulations related with culture, managerial and operative systems for culture. Then, it elaborates that the government could provide chances for the talents in the cultural trade to communicate with international experts and build corresponding majors in colleges and universities. Third,the government builds famous cultural enterprises and gradually develops international cultural trade by dividing international markets in the aspect of enlarging market channels.Faced with the fact that the USA, Britain, France and other countries expand cultural industry and our neighbor—Korea and Japan unceasingly improve their countries'international influence, and conformed with the development of "green economy" and " carbon economy", our government positively supports and encourages the improvement of the domestic cultural industry and going abroad of the cultural commodities. This not only can change the cultural trade deficit, adjust the structure of export, promote the development of the whole country, but also raise our country's influence and soft power. We have entering the 20th century, so the contest concludes with the power of economy and army and even the soft power—culture.At present, improving the development of the cultural industry and promoting the export of that can continually enhance our country's international influence and elevate our soft power around the world.
