Wei, Jin, Northern and Southern Dynasties is a long period of division after the Qin and Han Dynasty. The statement on legitimacy has significance of reality in political field during this period. Every regime was searching for its political legitimacy and all of them have their own basis. The Northern regime based their legitimacy on their geographical location. The Southern regime based their legitimacy on their politics and culture. Finally, the Northern regime ended up the split situation by the Han nationalization policy, which created a united state. This text discussed the influence of the statement on legitimacy by four aspects, politics culture, special Administrative Region of the System, war and capital and population migration. Part one discusses the choice of the dynastic title and the five-virtues-theory. Part two discusses the institution of administrative divisions. Part three discusses the war and the important city in Wei, Jin Northern and Southern dynasties. And part four discusses the population migration. In the respect of the choice of the dynastic title and the five-virtues-theory, minority regime are often not emboldened at first. So they labeled by the previous generation orthodox dynasty, or excuse for destiny, undertake the dynastic title and the five-virtues of the former Han regime to establish their own legitimacy image. Until the supporting platform of social and psychological power to Minority regime gradually built up, they often change their position on the dynastic title and five-virtues. They began to identify their minority status and create their own regime legitimacy, which show their more self-confident attitude. In the respect of administrative Region of the System, distance rule, virtual enfeoffment and immigrant prefectures and counties appears in Wei, Jin, northern and southern dynasties. In such systems, the government district and territory of possession does not equal. The establishment of administrative region often represent the loss of territory. Therefore, distance rule, virtual enfeoffment and immigrant prefectures and counties are a kind of virtual system. In the case of no actual possession, distance rule, virtual enfeoffment and immigrant prefectures and counties represents the ideal of a unified world of the rulers. So in this period, distance rule, virtual enfeoffment and immigrant prefectures and counties are very popular. However, in a unified times, such systems are not necessary, the final results are gradually disappearing. In the respect of war and capital, the Southern Dynasty kept northern expeditions constantly, while the Northern Dynasty was marching south frequently. Even under improper circumstances, wars were declared in order to unite and own the legitimacy. In the course of wars, Luoyang had become a fight focus because of its identity of "the center of China", which was one of the respects of fighting for legitimacy apparently. In the respect of migration, migration could be divided into initiative and passive. By the time of Wei, Jin, Northern and Southern Dynasties, both initiative and passive migrations had large scales. Moreover, migrated refugees always went back. The flow direction of migration, moving people by Northern Dynasty and moving back of Southern people are important problem worth discussing. The migration flow often directed to the legitimacy in social mind, and moving people by Northern Dynasty led to large population movements in the North. It happened in the Northern Dynasty that the southern people and officers moved to the north. Though based on the actual considerations, it indicated the balance of power between the North and the South.
