The Study On Relief Of Subei Refugee In Shanghai During The Initial Post-war Period

After the Anti-Japanese war, The KMT and the Communist Party had a fierce military competition in Subei, the war continued, coupled with frequent natural disasters in Subei, Subei people can not survive in the local and had to flee to Shanghai. To settle these refugees is the National Government's duties, In this paper, the research's object is Subei refugee in Shanghai, this paper analysis the general situation of the refugees, described the national government's and the civil society's relief measures for refugee, finally discusses the national government's relief refugee effectiveness and shortcomings.This Paper is divided into five parts:The first part describes the basic conditions of Shanghai Subei refugees, because the war and famine produced a large number of refugees, refugees lack the ability to help themselves and need help immediately; The second part make a description of the national government setting up refugee's relief agencies, policies and non-governmental's relief agencies; The third part describes the refugee relief measures by national government and private sector. National government helped refugees by official relief agencies, and non-governmental Association collected relief funds and carried out registration for refugees, through the issuance of supplies, small loans for refugees, organizing emergency relief, repatriation of refugees to return home and a series of measures to enable a large number of refugees had been resettled. In the relief process, those organizations in Northern Association in Shanghai, "Shanghai interim relief of refugees in exile in Northern Committee" played a huge role in society.The fourth part discussed the national government's effectiveness and inadequate of refugees relief. Although the National government's refugee relief system and work were becoming increasingly standardized and institutionalized, China was experiencing in a long war and civil war, with the serious inflation, and some supplies were scarce, along with the KMT's own corruption, the Nationalist government's relief effect was not very satisfactory, weakened the role as a Government.
