To settle these refugees is the National Government's duties, In this paper, the research's object is Subei refugee in Shanghai, this paper analysis the general situation of the refugees, described the national government's and the civil society's relief measures for refugee, finally discusses the national government's relief refugee effectiveness and shortcomings.This Paper is divided into five parts:The first part describes the basic conditions of Shanghai Subei refugees, because the war and famine produced a large number of refugees, refugees lack the ability to help themselves and need help immediately; The second part make a description of the national government setting up refugee's relief agencies, policies and non-governmental's relief agencies; The third part describes the refugee relief measures by national government and private sector.
