In 1930's, social problems became prominent in China, the Warlord war and Japanese invading China caused the people had the hard times. Lacking of the social assistance, people had to go out and became the refugees. During Modern times, with strong economic strength and political influence of the concession, Shanghai stood proudly in China and became an ideal place for the refugees.The paper is divided into three parts. First, it summarizes the fundamental process that the war refugees were how to form, escape with a variety of ways and select address. The second part is the center of the article,it studies the living conditions of the war refugees in Shanghai. The war refugees who had good condition could develop better because they had the knowledge, wealth, status in Shanghai. Lacking of social advantages of resources, the weak refugees that included the special refugee children struggled to survive on very little food and clothes, and subjected the disease. The third part has a basic overview to the refugee relief including the change of the people's thinking and a variety of rescue means. Lacking of the support from the state, the social forces were poor in the support of the strong human, the material and the financial. However, the experience is helpful to the modern society.
