During the 20th century 30-40 years of the National Government's rule, Chinese national crisis and frontier crisis is particularly serious. Resulting from this unique environment, all sectors of society are concerned about the building of the frontier. Intellectuals of this period combine the academic research and the national, ethnic care, elucidate their own ideas and suggestions. Thus,the research of Chinese frontier appeared. Intellectuals with "salvation" feelings and the Government officials with the academic background established the Chinese side of political organization and founded the theoretical journal of the Society-"Frontier Affairs", established the new subject which is the frontier studies and made it to centre from periphery and become "school of learning".In this paper, the major object is the "Frontier Affairs", combining with the background at that time and using text analysis to dissert the creation, operation, main content and academic contribution of the publication and its impact generally. Through the analysis, we can find that the creation of "Frontier Affairs" was closely linked to the political environment and produced in the current situation, which makes it having an Official and school characteristics at birth. Relying on this journal, intellectuals combined academic with politics closely, expounded positive suggestions on the Salvation War and frontier construction through "Frontier Affairs", in order to reach the traditional concept of "To the Benefit of People". Their survey about and for the theory, method and content of the frontier studies, not only had important implications on the frontier construction at that time, but also have great importance and inspiration for our development and construction of the frontier now.
