Beiyang Official Newspaper And The New Deal In Zhili Province

Beiyang Official Newspaper was founded by Beiyang Official Newspaper Bureau in the New Deal of Late Qing dynasty, when Yuan Shikai held the post of Zhili Governor. It is not only one of implementation of the New Deal in Zhili province, is also an outshining flower in the forest of Official Newspapers. As the one, the Newspaper which gained acceptance and promotion by the government of Qing Dynasty, was published earlier and effected more significantly; As the outshining, the Newspaper which was imitated largely by the Official Newspaper in various regions, had the longest age and exerted a tremendous influence. The academic researches of Beiyang Official Newspaper were studied more in terms of the newspaper itself. This thesis tried to make a deep exploration into the relationship between it and the New Deal in Zhili province.With a view to the creation of Beiyang Official Newspaper which belonged to the New Deal, the first part reviewed the reasons of its publishment and discussed the situations of the newspaper's transaction at that time. It was the reasons, such as the condition of authority, the spreading of modern newspaper, the pressure from external force and the promotion of Yuan Shikai himself, that got the modern media afloat and became the first paper settled in Zhili province. This content of the New Deal transacted more perfectly, which had a special publishing agency--Beiyang Official Newspaper Bureau. It was provided with idea of modern management and had a clear assignment of responsibilities and duties inside. Meanwhile, it also established a mode of administrative sales and cooperated with post office to deliver newspapers.The second part focused on the relationship between Beiyang Official Newspaper and other contents of the New Deal in Zhili province. Because of its vehicle's character, this part analysed the situations, characteristics and ways of reporting government affairs, including student affairs, founding patrol, constitutional changes, encouraging industry and commerce.For the whole, the third part investigated the relationship between Beiyang Official Newspaper and the New Deal in Zhili province. Both of them had cause-effect and interaction relationship, but their essential purpose lied in maintaining the position of the government. Beiyang Official Newspaper had acted as newspaper, official announcement and academic journals, which also promoted the development of the New Deal in Zhili province. In the meantime, the developments and changes of the New Deal in Zhili province affected the destiny of the Newspaper, too. It experienced a process from aiming at a pioneer initially to being ceased suddenly as the Qing dynasty perished.
