Research On Policy Innovation System Of The Small And Medium Sized Film Enterprises

Our film industry has got an outstanding achievement under the reform and development in recent years, but to analyze our film market we could notice that our current film box office is mainly in some large state-owned and private movie companies, the numerous small and medium film enterprises develop slowly due to various reasons. Because of the special culture feature in film industry and our unique political system, the film industry has been deeply affected by the policy, but the small and medium film enterprises are lack of the relevant policy support which is the key reason that stops their development. This article studies to build a perfect policy system for the small and medium film enterprises from this point of view.This article starts from the policy innovation based on the enterprise location analysis to ensure the enterprise's requisite policy support. First to separately locate the culture, region and industry according to the features of industry, special culture and the regional, to analyze the environment and development situation of small and medium film enterprises under this solid space which is the innovation point in this paper. Second to individually research how to give the policy support for the three aspects according to this positioning analysis, and the policies of these three levels are not isolated, but linked and inter injected. At last, it explains the interactive mechanism in policies through the analysis of cases. Another innovative point is to divide the policy system in culture, regional and industry from the angle of enterprise, and to establish a perfect policy support system by the corresponding the enterprise environment and the relevant policy level.Wish through the discussion of this article to supply some innovation and guidance on the policy making of small and medium film enterprises and make the film industry more prosperous.
