Jews and Chinese are the nations that have a long history and culture. There are a lot of works that discussed campaigns of European anti-Semitism and anti-Chinese in Southeast Asia separately. But if we put these two different xenophobic campaigns in geography and time together, combine the specific domestic environment of the international environment and the one in the host countries, and clarify the sequences of two exclusive developments of sports, we can find they have much in common in causes, characteristics and effects. This paper is aimed at finding out the internal rules from politics, economy, religion and culture, ethnic relations, international relations and other aspects of anti-foreign movement occurred in the two movements. It is obvious that human beings in industrial countries are active in developing their economies since the emergence of the second industrial revolution, including Europe in the late 19th and early 20th century and Southeast Asia after World War II. They gradually shifted from traditional agricultural society to a modern industrial society. Because the entire society is in transition, they are lack of appropriate support systems. At the same time, complex social conflicts, and a serious gap between the rich and the poor occurred. Because of the economic status of protruding, Jews and Chinese became the target .Combined with traditionally historical and cultural prejudices and religious opposition and then the impact of complex international relations, there occurred anti-Semitism and anti-Chinese movements, which shocked the world. So Jews and Chinese became the scapegoats of society. Through comparative analysis, the two movements were in terms of chronological order, like an "exclusive" and they delivered the root "baton" to next generation. By analyzing the effects of exercises, we recognize both the injury of Jews and the Chinese and that there is a greater negative impact on Europe and later eastern southern countries and in the end we will ultimately build some constructive comments. Of course, the anti-Semitism lasting two thousand years and the anti-socialism movements of two millennia cannot be solved overnight. But if the human beings go along this road of peace, I believe that we will eventually resolve these two historical problems with our intelligence...
