Creative teaching is the behavior different from before that teachers actively used in their teaching activities in order to improve teaching quality. Creative teaching is needed for teachers'career development, is benefit for cultivating students'creative ability, and is the radical solution of nurturing creative talents for our society.At present, creativity research in domestic and foreign is widely, but creative teaching research is more qualitative, quantitative research is relatively small, creative teaching research in primary and secondary school is little attention. In this paper, we select primary and secondary school teachers for our research objects, using interviews, questionnaires, literature analysis and other methods to identify the model of creatively teaching behavior by factor analysis and to make a high reliability and validity questionnaire as a tool for evaluating teachers'creative teaching.The results showed:(1) Creative teaching behavior of teachers, including five dimensions which are motivational, innovative, strategic, flexible and supporting. (2) The questionnaire of creative teaching behavior of teachers has high statistical indicators. (3) Demographic information has different performance on creative teaching behavior of teachers.
