Research On The Problems And Countermeasures In The Reform Of C City’s State-owned Art Troupes From The Perspective Of Government’s Cultural Functions

In recent years,the central government has attached great importance to deepening the reform of state-owned art troupes,and has issued a number of important policies.Through the research on the current situation of the government’s cultural functions in the reform of the municipal state-owned art troupes in C city,combined with the theory of service-oriented government,public goods theory,and collaborative governance theory,this thesis finds that in the process of the reform of the municipal state-owned art troupes in C city,the government mainly has the following problems: the development orientation of the troupes still needs to be further clarified,the sustainable development mechanism centered on performance has not been established,the talent team training mechanism needs to be further improved,the management policy of the art troupes needs to be further optimized,the efforts to guide social forces to participate in the artistic undertakings are insufficient,and the efforts to cultivate the artistic performance market are insufficient.To this end,in view of the inadequacies of the government’s function in the process of the reform of the art troupes,several suggestions are put forward: constantly improve the strategic planning,increase the financial support,continue to optimize the management mechanism,strengthen the participation of social forces,and effectively cultivate the artistic market.
