On The Business Development In The Shanxi-Gansu-Ningxia Boarder Area During The War Of Resistance Against Japan

During the war of resistance against Japan,under the correct principles and policies of the party central committee and regional government,it had made a brilliant progress in face of hardship by developing the business ,which played an important role in ensuring the supplement ,contributed to the furtherance of industry and agriculture and the improvement of people's living standard. Therefore, it is vitally valuable and significant to research on the business development and its features and functions and draw lessons from the past in the boarder area .During the war of resistance against Japan, the business development of Shanxi-Gansu-Ningxia Boarder Area was based on the correct principles and policies. In 1942, Mao Zedong proposed a general guideline of"Develop the economy and ensure the supplement"for finance and economy in the senior cadre meeting in the Boarder Area. In 1941,the business trade policy of"The separated adjustment for each foreign country and the free economy exchanging in domestic country"which was explained by Chen Yun and the specific measures according to local situations for the publicly-owned businesses,privately-owned businesses and cooperative associations constructed the theory foundations for the business development in Boarder Area.During the war of resistance against Japan, the publicly-owned business in Shanxi-Gansu-Ningxia Boarder Area was divided into two parts ,the one is government-operated and the other is troops-operated and school-operated one, experienced the preliminary constructing and formation and development of publicly-operated system. The development of private-owned business included the restoration and development of regional private-owned business ,the development after the Wan Nan incident and bazaar trade in the towns of Boarder Area. The regional cooperative association development of business during the war of resistance against Japan included the preliminary building and development of consumption association ,the new development of that after Wan Nan incident and the development of association in the southern of Yan'an.The development of regional business had its own features, that is, developing in a phased way, in an imbalanced way and in particularity in the process of development, besides its development set a good example with wide effects in the wartime to other places. It also played a special part in the business development, that is, breaking the economy blockade and ensuring the material and capital supplement ,promoting the development of agriculture and industry and improving the people's living standard and educating a lot of useful persons of talent in business ,which made relevant contributions to the development of Boarder Area.The historical experience from business development of Shanxi-Gansu-Ningxia Boarder Area is beneficial to the present economy development. Its primary premise was to making the correct policy for business development. Its material base was to lay foundations of development of agriculture and industry. Its ideology was to make efforts to overcome the wrong intendance of ideas in managing the business. Its strength source was to contact closely with the publicities and cheer up them, the key point was the sprite of starting business, self-reliant and fighting tenaciously under hard conditions.
