Under the background of the new round of China's basic education curriculum reform, school-based curriculum development is gradually gaining attention of practitioners in educational circles, and becomes the hot and key points for the theoretical operators. The original school-based curriculum theory is from the western countries, and the study of school-based curriculum development in China starts on the basis of the western theory. There have the understanding inadequacy about effective implementation of the national cultural education and promotion of national culture development in minority area of Xinjiang in China. Therefore, the effect of school-based curriculum development has not called into full play.The paper aims at a series of problems of art school-based curriculum development in Xinjiang from the perspective of national culture development in order to study the unique value and effect of art school-based curriculum development in Xinjiang in depth. The study is compared with the literature associated using document analysis in order to highlight its innovations, and to provide theoretical guidance for the writing through analysis and comparison. Meanwhile, the present study explores the actual situation and problems about art school-based curriculum development in Xinjiang deeply and systematically, and provides some creative opinions and ideas using interviews and questionnaire survey. Full-text is divided into five chapters. The first chapter illustrates the main issues of the discussion about this paper, the research roundup of domestic and foreign countries, research purpose, significance, methods, innovations and shortcomings. The second chapter points out that the art school-based curriculum is more adaptable to school referring to the abuse of"center-based"curriculum development model through the exploration of the concept of school-based curriculum, the historical background, purpose, the relationship among school-based curriculum, national curriculum and local curriculum. The third chapter is giving out the author's viewpoint that art school-based curriculum is a favorable way to supply the culture education of minority under the reference, analysis and comparison through the observation about problems of the educational significance about school-based curriculum development in existing papers and literatures. The fourth chapter expounds the present research situation of art school-based curriculum development, and points out the active results of art school-based curriculum development and the solvable problems, introspects the school-based curriculum development from the cognition between multi-minorities cultures in China and polybasic cultures of immigration countries in West, and multi-minorities cultures between Xinjiang and the interior. The fifth chapter puts forward the implementation strategy of art school-based curriculum development and tries to play the role of art school-based curriculum preferably.The art school-based curriculum development has the unique value and significance in the multi-national and multi-cultural area of Xinjiang. It could not only be used for understanding the cultural background and knowledge of multi-minorities in Xinjiang, coming down the different cultures of ethnic minorities, enhancing the mutual understanding and unity of nations, achieving the identity about multi-minorities cultures of their own and between each other, learning and absorbing each other between different cultural systems, achieving the aim of cross-cultural communication; More importantly, the art school-based curriculum development could be used for enhancing the education of national culture, based on the point of national self-culture, the effect of multi-minorities culture could be put into great play. As the national total culture is developing, the multi-minorities culture could also exhibit great activity and fulfill the development desire of different ethnic minorities.
