There are three parts in this paper. One is the study about FenSi system which was the central administrative organs system established in Luo Yang, which was the second capital besides Chang'an. Next, the study about the rear senior officer in the East Capital ,Luo Yang ,is researched. And the study about the prefecture of Henan followed. Through these studies ,we can learn that the East Capital had a peculiar position in the Tang Dynasty.On the FenSi system, the total development of it was summarized at the first step. Then the author managed to rehabilitate the organs of this system, from which we found a completely central administrative organs system which had existed in the East Capital since Xianqing period.Although all organs function and powers were crippled for the rebellion of AnLuShan and ShiSiMing , some organs continued to have their function and powers in different degrees. The social and political function of the FenSi system was analyzed in the final passage.The second part was about the rear senior officer in the East Capital . The author traced back to the North Dynasty and Sui Dynasty to catch up its origin. Then, the author summarized the function and power of the rear officer and his junior cadres, from which the rear officer was not only regarded as a central officer in the name of the imperial power but also regarded as a local senior officer in the East Capital and its environs and the distract of Ru.The function and power of the officer in the prefecture of Henan was concluded at the beginning of the third part. Then , the author analyzed the distinguishing feature of the officer's supervision, which is free and worm. On the contrary . to the magistrate of Henan county and Luo Yang county, their supervision were adapted to be severe . The author also analyzed the reasons of these supervision style.Through these studies, we can find that the number of the officers in the East Capital was only less than that of Chang'an. We also can find these officers were almost free of political struggle but enjoyed a more lively cultural lives than those in Chang'an. So we may infer that a political or social grouping should be formed in the middle and late period of the Tang Dynasty. Then the grouping effected on the history of WuDai and Song Dynasty, for example, the Luo clique.
