Ethical Control Is A Important Manner To Protect Ecological Safety

The Problem on ecological Safety is concerned with whether the continuous development of economy and society can realize or not, the regional stability and international safety too. At first, the article analyzes the concept and the peculiarity of country's ecological safety. Secondly, it explains five basic features of country's ecological safety. Thirdly, it puts forward to the aims which the country's ecological safety should establish, including upholding environmental foundation of our economical development and social progress, upholding the county's safety, and running after civilization ecology.However, it is pessimistic for the present situation of upholding the global ecological safety. The ecological safety suffers more and more critical threaten because of pollution of circumstances, waste and shortage of resources, explosion of population. Thus the governments of every country often doffed the ecological safety by means of economy and administration and law. Although these measures are indispensable and have had a good effect, it doesn't solve the ecological problem basically. The main reason for the ecological crisis is that man can't do well with nature. We must solve the problem of ecological safety as follows: mankind should examine It's attitude to nature from moral value, and standard behavior of mankind to nature, and establish new idea of value of which the core includes as follows: overall realizing the possible consequents that man can bring nature, overall realizing the responsibility of which mankind should take on to nature. Only when mankind realizes overall the relationship between man and nature and takes on the responsibility to nature, can we uphold environment and respect nature lastly, even to become our conscious actions. In this sense, the means of ethical regulation is as important as the others of defending ecological safety.By the base of the preceding analysis, the article tries to inquire into theinproblems on the starting point and basic principles of ethical regulation to uphold ecologica safety, and the ways to achieve, it,"The centralist of man's interest" leads to man's bad attitude to nature. There are limitations and harmfulness as follows: it may not see the limitation of mankind;It may confuse ethical deputy with ethical custom; It is ethical way of egoism and the limit theory of ethical progress and the narrow hypothesis of meta-ethies; It is short of the contemporary consciousness. So the starting point of ethical regulation ecological safety should be the central of environmental interest. We should care for the interest of the global environment. To take care of and respect life and nature should be the maximum criterion of ethical regulation ecological safety. At the same time, We should fight against the war of destroying ecology and oppose the principle of exploiting plurdoningly natural resources and colonizing economical and social lives. We must let social economical activity meet the need of the best social economical and ecological benefit. The author thinks that the following means is feasible, to ethical regulation ecological safety: firstly, to improve people's environmental ethical consciousness and to establish correct valuable idea of nature. Secondly, to apply to effect of environmental ethical valuable idea on pushing forward environmental legislation and execution the law and obeying the law, and to promote the santdards of environmental ethics to the one of environmental law at the proper time. Thirdly, carry out the continual development and consummation. Thus, we can defend effectively ecological safety of our country.
