Communication and transportation system act as artery in the development of society and economy. Due to unique geological environment, highway communication and transportation is the major artery for Xinjiang economic and social development. From the long river of Xinjiang history, we can easily find that the development of road communication and transportation has played a very important role in the political, economic and cultural development of Xinjiang. At the same time, it has been influenced by them. In fact, they have supplemented each other. Since the Dita highway-the firs simply-built highway was completed in Xinjiang in 1926, the highway communication and transportation has been developed for 70 years. However, the systematic investigation about Xinjiang highway communication and transportation has still been a blank gap up to now. Nowadays, for the strategy of exploiting the west china, Xinjiang is the land that remains to be developed. It is full of hope. The modernization of Xinjiang must be supported by the modernization of communication and transportation system. So the study of Xinjiang highway communication and transportation is a important subject.According to the development progress of Xinjiang highway communication and transportation, this essay is composed of four chapters covering three history periods.Chapter I tells about the situation in the first period-the state of Xinjiang highway communication and transportation from the time that it had been firstlysuggested to the eve of liberation (1949). This chapter consists of five sections. The first two sections explain the development of highway construction and transportation separately. The other three sections separately illustrate the open of foreign-related highway communication and transportation, the set up of highway communication and transportation management and the effect of highway communication and transportation to Xinjiang society and economy in order. This chapter shows the influence of turbulent political situation and prostrate economy to the development of Xinjiang highway communication and transportation and the effect of the development of highway communication and transportation to Xinjiang society and economy.Chapter II tells the situation in the second period-the state of Xinjiang highway communication and transportation from foundation of P.R.C. to the eve of the reform and upen-up (October in 1949-December in 1978). This first and the second sections describe the development progress of highway construction and highway transportation separately. The third and the forth sections separately illustrate the development of foreign-related highway communication and transportation and the changes of management system of highway communication and transportation. The fifth section points out the important role of highway communication and transportation played in Xinjiang society and economy in this period. This chapter states the renew and initial development of highway communication and transportation after the foundation of P.R.C firstly. Then it states the combining popularization with the raising of standards in the highway communication and transportation industry and the difficult progress of this industry. It explains that politics and economy affected the highway communication andtransportation greatly, and at the same time, they are being influenced by it. The result of the process effects the development of Xinjiang society and economy greatly.Chapter III tells the development of highway communication and transportation since the reform and open-up (1979-2000)-the situation in the third period. The structure of chapter III is as same as chapter II.
