Founded in January1935, the bureau of Northwest Highway is the management instituteof Northwest Highway transportation, which uphold the four requirements of "security, fast,comfortable, economy" to highway transportation, and carry forward the voluntary spirit ofby the mission of traffic to the purpose of anti-Japanese and by the spirit of anti-Japanese toenrich the traffic potential", to which strengthen the construction and management ofNorthwest highway, and integrate the resources of Northwest Highway transportation toexplore the potential and improve efficiency of transportation and the network transportcapacity of Northwest highway. On the one hand, take the responsibility of construction,improvement and maintenance to preliminary form the highway network which runs throughShanxi, Gansu, Ningxia, Qinghai, Xinjiang, Suiyuan, Hubei seven Provinces, and strengthenand perfect the transportation management system of Northwest Highway; on the other hand,in view of anti-Japanese War,the military and freight are urgently needed, to alleviate thetraffic pressure and establish strategic rear, the Bureau of Northwest Highway was establishedby Nanjing national government, and which is devoted in international, special ordinarypassenger and freight transportation, to ensure the supply of the strategic materials andimplementation of the rear passenger and freight transportation timely, to strengthen theeffective management of Northwest Highway construction, and realize the really need to"anti-Japanese and establish a new State" in the Northwest highway.The main idea and contents: Firstly, to research the background, evolution and internalstructure of the Bureau of Northwest Highway (including internal institutional organizationand personnel relations), and insight the operational mechanism of the Bureau of NorthwestHighway which as the road transportation management institution of itself; Secondly, analysishow the bureau of Northwest Highway devoted to the construction of main road and ancillarytransportation equipment, and know the situation of the Bureau in the aspects of theNorthwest Highway engineering so as to highlight its main responsibilities. At the same time,to explore the contribution of migrant workers and maintenance workers; Thirdly, from thevehicle management, operation management, traffic management, material management andtelecommunications management five aspects to consider the transportation managementsystem and management level of the Bureau; Fourth, from the four perspective of formulatingrules and uniting the traffic management; prioring military needs and ensuring the needs ofanti-Japanese War; advocating conservational principles and promoting the transportationefficiency; taking implementation management and for inter provincial transportation; developing transportation education and improving staffs quality to find the management ideaand the management pattern. Fifth, through the analysis of the effect and role of NorthwestHighway transportation management, to highlight its historical status in the anti-Japanese War,and at the same time, points out the problems and shortcomings during the improvement,maintenance and management of highway transportation, to evaluate its historicalachievements with an objective and fair attitude.
