In earlier Qing Dynasty, the commodity economy was developed rapidly, with the frequent foreign economic cultural exchanges.At the same time, the social contradictions were intricate, some punishment cases took place frequently , Shown as fight cases, robbery cases, smuggling cases and foreign cases mainly.In the course of treatments of these cases , corruption,incapability,and the low judicial efficiency of the government exposed the Inherent defects of tranditional legal system. These Signs indicated that the government" s control on society had become limp already,and It was hard for the traditional legal system to meet the needs of social progress.The development of society is certain to require the rule of law.
