In the middle of the 19th century, under the shock wave of Western great powers, East Asian feudalistic countries, China and Japan that followed a policy of national isolation, were enforced to open towards international intercourse by means of the Reform Movement of 1898 and Meijiishin separately, which were the notable signs of modern transform course. The countries' transform had the quite similar characteristics, objectives and courses, however, resulted to completely different consequences: Japan thrived by it, meanwhile Manchu Dyn was keeled over on the contrary.The dissertation is of the opinion tbat in modern times, the Constitutional Reform and Modernization of China and Japan that were all both facing with external shock wave was irritated responsiveness, which means in the specialbinary--advanced and out of date--international situation, theConstitutional Reform and Modernization was characteristic of vehement mobilization, Chevy, and urgency, and was inevitably enabled by the act of government from top to bottom. The necessary requirements firstly were political groupings holding power, and owning the sharply political development orientation; secondly, the government assuming great authorities, which were both essential. Just looking the above as the yardstick to weight the Constitutional Reform and Modernization of China and Japan, conclusion is obviously drawed that traditional government cannot take the responsibility to lead the modernization course. So the two countries' innovation factions had the similar tasks to seize the power.The dissertation firmly focuses on the two key concepts--externalsource transform, and power, then follows the two key concepts to dynamically analyze with macroscopic, middlescopic and microcosmic means. The dissertation also pays much attention to transform, power, by comparing the difference of power sources combining with other elements, such as traditional structure character, economic development level, cultural tradition, special faith' development and diffusion etc. The above elements are divided into threeanalysis levels--dynamic and internal condition, subject and organizationallevel, centralization and compelling force--are both mutual independentand closely connected, forming the comprehensive analytical framework.
