This paper attempts to illustrate the essence and influence of "1939 White Paper" through the historical backgrounds from the issue of the Balfour Declaration to " 1939 White Paper" and policy transition toward Zionism by British government. In fact, its essence is a kind of expression of British appeasement policy toward Germany and Italy in 1930s. What it brought about directly is to encourage the increasing power of Fascism and the large number of the European Jewry's holocaust in the Second War. Meanwhile, it has become a catalysis indirectly which resulted in the endless conflicts and problems in the Middle-East. Besides, the changing policy of Britain in Palestine reflects a kind of declining tendency in British power and its international status, which made British withdrawal and dwindling in diplomatic activities and space. This paper is not only helpful for us to understand the historical conditions and backgrounds of Israel's establishment but also offers us enlightenment to probe into the complexity and flexibility of current affairs in the Middle-East...
